Once Victor pins the enemy down and takes away their room to move, Seven follows through and cleans up the pile before they scatter. It is a straightforward split of jobs: Victor creates the moment, Seven punishes it. That control is also what lets a teammate like Haze commit without getting blown up first, since the enemy is already dealing with Victor instead of focusing her down.
