Drafting a mobile hero like Queen of Pain means you have to worry about instant lockdown, and Axe is the classic answer to that problem. His entire game plan revolves around getting a Blink Dagger and initiating with Berserker's Call, which is a perfect tool for pinning her down. Queen of Pain is exceptionally fragile, and once caught, she often dies to Counter Helix spins and allied follow-up before she can react. Her own Blink provides no escape from the taunt, and Culling Blade ensures that even if she survives the initial burst, Axe can secure the kill.

This dynamic forces the Queen of Pain to play passively for most of the game. Her ability to pressure lanes and gank is severely limited by the constant threat of an off-screen initiation from Axe. A single positioning mistake can lose her team the fight. Her main recourse is to build defensive items like a Linken's Sphere or hope Axe jumps a different target first.
