Head-to-head Dota 2 7.41f win rate from ranked matches.
In Dota 2 7.41f, Shadow Shaman wins the Bounty Hunter vs Shadow Shaman matchup: Shadow Shaman beats Bounty Hunter in 51.29% of 51,967 ranked matches.
Trying to find an opening as Bounty Hunter is a miserable experience here. The moment you break invisibility to hit a target, Shadow Shaman has an instant Hex or a long Shackle ready for you. That much disable is almost always a death sentence, especially since you're so fragile and need to get away. This forces you to play passively, which defeats the purpose of the hero. Even if you avoid him, Shadow Shaman's Serpent Wards melt your towers, shrinking the map and giving you nowhere safe to hunt. He shuts down your entire game plan without much effort.

These rows use the last 30 days of quality-filtered ranked matches, all patches in that span combined — a wider window than the patch-scoped count above, so the per-rank match totals can exceed it.
