Picking Zeus into Dazzle means committing to a game of raw damage versus a specific, powerful save. Zeus excels at bursting down single targets and finishing off weak heroes globally with Thundergod's Wrath. Dazzle directly counters this plan with Shallow Grave, completely negating what would have been a guaranteed kill. On top of that, Shadow Wave provides a consistent source of healing that can keep teammates topped off against the constant poke damage from Zeus's spells, making it difficult for him to set up those finishing blows in the first place.
