Trying to lock down a target with Overgrowth feels risky against a Lich. The root holds your enemies in place, but it also creates a perfect, stationary setup for Chain Frost to bounce between them. This can force Treant Protector's team to scatter immediately after his ultimate lands, undermining the goal of the lockdown. Furthermore, Lich's Frost Shield is a persistent problem for the physical damage dealers Treant often pairs with. The shield's damage reduction and slow make it much harder for Treant's allies to secure kills on rooted targets before they can escape.
