Catching a Terrorblade is often about having reliable, instant lockdown, which is exactly what Ogre Magi provides with Fireblast. The slow from Ignite also makes it difficult for Terrorblade to create space and kite during Metamorphosis. The whole interaction is defined by Multicast; a lucky streak can keep TB locked down long enough for a kill, but an unlucky one gives him the window he needs to escape or turn the fight. This randomness is a big part of why Ogre feels like he has an advantage, but not a completely overwhelming one.
