Phantom Assassin vs Ursa

How this matchup plays

Dealing with Blur is the main problem for Ursa. His entire kill threat comes from landing a rapid series of attacks with Overpower to build up Fury Swipes stacks. Phantom Assassin's built-in evasion makes this completely unreliable. Each missed attack wastes a valuable charge of Overpower and gives PA a window to disengage or turn the fight with her own burst damage. Unless Ursa gets the jump on her with lockdown from his allies, he often can't connect enough to secure a solo kill before she can react.

Because of this, an Ursa has to itemize specifically to deal with Phantom Assassin, usually by buying a Monkey King Bar. This purchase often delays his more important core items, creating a window for PA to pull ahead in farm and impact. While Ursa can still blow her up with a well-timed gank before evasion becomes a major factor, the pressure is on him to adapt his build. Phantom Assassin doesn't have to change her game plan at all, which gives her a small but consistent advantage through the mid-game.
