How this matchup plays

Assuming Weaver can use his spells to escape any situation is a common mistake here. Pugna's Nether Ward makes that very dangerous. Every cast of Shukuchi or Time Lapse near the ward becomes a significant tax on Weaver's health. The mana cost of Time Lapse itself can trigger the ward, creating a difficult choice between taking the damage or using the spell that causes more of it. If Pugna can catch him with Decrepify, it also sets up a Life Drain that a fragile Weaver struggles to survive without help.

Across the game, this forces Weaver to play with much more caution. Pugna can place a defensive Nether Ward that makes it difficult for Weaver to dive supports or initiate on the back line. This often forces the Weaver player to either commit to destroying the ward before a fight, exposing himself, or to buy a Black King Bar earlier than he might like. Pugna isn't necessarily killing Weaver outright, but he consistently complicates Weaver's game plan and limits his options in teamfights, creating a small but persistent advantage.
