Lion + Shadow Shaman

Why this works

Stacking two heroes with single-target lockdown seems powerful, but in practice, it can be redundant. Lion and Shadow Shaman both have a Hex, and their other disables are often pointed at the same lone hero. This is a lot of control for one target, but it leaves the duo vulnerable if the fight expands or if the initial gank is saved. They both need similar items, like a Blink Dagger, to be effective initiators, but they can't both afford to farm it quickly. This overlap means they often step on each other's toes instead of complementing each other's weaknesses.

As the game progresses, their game plans can diverge. The combo works best if they can play apart to create map-wide pressure. For example, Shadow Shaman can use Mass Serpent Ward to force reactions on one side of the map, while Lion hunts for a solo kill with Finger of Death on the other. If they are forced to stick together, they can feel like a one-trick pony, easily countered by saves, dispels, or teams that simply group up. This makes their overall impact together quite situational, leading to a fairly even outcome.
