Why this works

Sharing the map with these two heroes can be a struggle for farm priority. Both Phantom Lancer and a core Tiny are often melee heroes who want to occupy the safest lanes and jungle camps to secure the items they need to function. This competition for resources can delay the timings for both. While Tiny's Avalanche provides a decent setup stun, his Toss can be disruptive, sometimes throwing an enemy away from the illusion swarm Phantom Lancer is trying to build. The kits don't naturally amplify each other enough to make up for the economic friction.

This dynamic usually means one hero gets a strong start at the expense of the other. If the team falls behind, there isn't enough space on the map for two such greedy heroes to catch up. The enemy can focus on shutting down whichever of the two is having a tougher game, knowing the other is also likely behind schedule. The draft puts a lot of pressure on the supports to create an enormous amount of space, as the team has two cores with similar farming patterns and needs, which can make it hard to contest key objectives in the mid-game.
