Shadow Shaman + Venomancer

Why this works

Pairing long disables with damage seems like an obvious plan, but the type of damage matters. Shadow Shaman offers some of the best single-target lockdown in the game with Hex and Shackles, which is ideal for setting up a kill with quick, focused burst. Venomancer's kit is the exact opposite; his damage from abilities like Poison Nova is dealt slowly over a long duration. When a target is held in place by Shaman, Venomancer's poison ticks away, but it doesn't secure the kill fast enough. The window of opportunity to blow someone up is often wasted.

This disconnect continues into teamfights. Shadow Shaman wants to find a priority target, lock them down, and drop Mass Serpent Wards to delete them from the fight. Venomancer, on the other hand, is trying to hit as many heroes as possible with his ultimate and cause widespread chaos with Plague Wards. They end up with conflicting goals. Instead of a focused takedown, the fight often becomes a messy brawl where neither hero gets to execute their plan cleanly, leading to drawn-out engagements with uncertain outcomes.
