How this matchup plays

Jumping in with a Blink Dagger to land Berserker's Call gives Pugna almost no room to play. He's a fragile hero who relies on positioning, and Axe's instant initiation bypasses that entirely. Once taunted, Pugna can't cast Decrepify to save himself or use Life Drain to fight back. While his Nether Ward might damage Axe for using his spells, it rarely stops the kill, especially with Axe's team following up on the lockdown. Axe simply turns Pugna’s main weakness—low health—into an easy kill.

Before Axe gets his Blink Dagger, Pugna can be a real problem, shoving lanes with Nether Blast and draining health from a safe distance. The matchup really pivots around that one item timing. Afterwards, the constant threat forces Pugna into a much more defensive posture, relying heavily on his team for saves and vision control. This allows Axe to set the tempo of engagements, hunting for an easy pick on a priority target to start a fight with an advantage.
