How this matchup plays

Controlling the map’s tempo is a constant struggle here. Pugna can pressure towers hard with Nether Blast, forcing reactions and pulling Juggernaut away from his comfortable farming patterns. The matchup really comes down to a direct trade of key abilities. Pugna's Decrepify can save a target from Omnislash, completely shutting down Juggernaut's main kill threat. On the other hand, Juggernaut can use Blade Fury to become magic immune, letting him ignore Pugna’s damage spells and safely destroy a Nether Ward without consequence.

Teamfights become a game of cooldowns. Juggernaut is always looking for a way to bait out Decrepify before he commits his ultimate, or trying to kill Pugna before he can react. Pugna wants to hold his ground and wait for the Omnislash to get maximum value from his save. The outcome often depends on which hero gets the jump and which is forced to use their defensive tool first. Since both have such a direct answer to the other's plan, neither hero can consistently get the upper hand.
