How this matchup plays

Trying to burst Razor with a full combo can backfire. Even while stunned by Earth Spike or turned into a frog by Hex, Razor's Static Link continues to drain damage from Lion. This means that while Lion is executing his lockdown, he is often losing the trade and getting dangerously low on health himself. He can't stop the damage drain once the link is attached, making his own initiation a risky move. The window to kill Razor is short, and if the burst isn't enough, Lion is left in a terrible position.

In a real game, this forces Lion to play cautiously around Razor. He can't be the one to jump in alone to start a fight on him; he needs immediate follow-up from his cores to finish the job before the stolen damage becomes overwhelming. Razor, meanwhile, can often run at Lion, confident he can survive the initial disables and turn the engagement with Eye of the Storm. The matchup isn't one-sided, as Lion can still control other heroes effectively, but it does mean he has to respect Razor and can't treat him like a typical squishy target.
