How this matchup plays

Picking a hard carry into a Phantom Assassin often means thinking about itemization from the very start. Luna is a hero who wants to build damage and farming speed, but PA's Blur forces a detour for a Monkey King Bar to land any attacks. This item delay can feel punishing, as it slows down Luna's core progression towards things like Butterfly or Satanic. On the other hand, Luna isn't completely helpless before then. Her magic damage from Lucent Beam and Eclipse completely ignores evasion, giving her a way to fight back or finish a low-health Phantom Assassin who gets too aggressive.

This tension defines the game. In the mid-game, Luna can use her ultimate to threaten a PA who hasn't bought a Black King Bar. But if Phantom Assassin finds Luna alone, her burst damage from Coup de Grace can be lethal before Luna can react. Later on, the duel comes down to who has the superior items and positioning. A Luna with MKB and BKB can stand her ground, while a PA who gets the jump can still win the fight. It's a classic arms race where the better-farmed and better-positioned hero usually comes out ahead.
