How this matchup plays

A well-timed Telekinesis can completely halt Luna's aggression. She has no innate escape, so being lifted often means she gets focused and killed before she can do much damage. The threat of Spell Steal also looms over every teamfight. A stolen Eclipse can turn a fight on its head, but Rubick lacks the survivability and attack modifiers that let Luna use her own ultimate so effectively. He can also steal Lucent Beam for a decent nuke and stun, creating constant pressure if Luna isn't careful with her spell usage.

The matchup often hinges on key item timings. Before Luna has a Black King Bar, Rubick can control her with relative ease, making teamfights difficult for her side. Once she acquires one, the tables can turn. Luna can activate it and simply run at Rubick, who is fragile and has trouble getting away. The game then becomes a dance around her BKB cooldown. Luna's team wants to fight when it's active, while Rubick's team will try to stall and catch her when it's not available.
