How this matchup plays

Trying to burst a target is Ursa’s entire game, but Oracle’s False Promise can completely stall that aggression. The ultimate prevents an ally from dying, buying crucial seconds for the team to react, reposition, and turn the fight. It effectively wastes Ursa's window of opportunity when he commits with Overpower. Outside of his ultimate, Oracle still offers valuable tools. Fortune's End can be used to dispel Ursa’s Enrage, stripping away his damage reduction and making him vulnerable. The root from that same spell also helps a team kite him before he can build up Fury Swipes stacks on a key target.

The matchup becomes a game of positioning and initiation. Ursa's win condition is often to find and eliminate Oracle at the start of a fight, usually with a Blink Dagger jump, before he can cast his save. For Oracle, the goal is to stay far back, using vision and teammates as a buffer so he's ready to react. The advantage leans toward Oracle because he dictates the terms of Ursa's aggression. If Ursa commits to a core and gets met by False Promise, he's often left overextended and exposed without having secured a kill.
