Picking a purely physical carry against Phantom Assassin is a gamble, and Terrorblade's kit lines up poorly. PA's Blur provides a constant, built-in counter to the attacks from him and his illusions, forcing Terrorblade to solve a problem that PA creates passively. In return, Phantom Assassin can use Phantom Strike to close the distance to the real hero, ignoring the fakes.
