How this matchup plays

Controlling the map against Pugna is difficult for a hero like Windranger. Her kill potential is tied to casting a sequence of spells, but Nether Ward directly punishes this pattern. Trying to land a full Shackleshot and Powershot combo near the ward can result in her taking massive return damage, making any solo gank attempt a huge risk. Pugna can also use Decrepify to save himself or an ally from her Focus Fire, which often buys enough time to turn the fight around. This forces Windranger to play cautiously and second-guess her initiations.

Across the game, this means Windranger often has to spend extra gold on items that help her deal with Pugna's spells, potentially slowing down her core damage output. Pugna can leverage this by placing his ward aggressively to secure objectives, knowing Windranger can't easily contest him. The main counter-play for Windranger is to either get the jump on Pugna before he can place his ward, or coordinate with her team to destroy it from a safe distance.
