Catching the start of a Relocate channel with Global Silence is the main interaction here. Silencer can single-handedly stop Io from executing ganks or saving a core from across the map. This forces the Io player to play around a major cooldown, either by trying to bait the ultimate or waiting for it to be used on something else. The constant threat of a cancelled Relocate makes Io's global presence much less reliable. While Tether's instant saves and healing are unaffected, the big map-wide plays that define Io's game become a lot harder to pull off.

In practice, this becomes a battle of information and timing. A smart Io will try to use Relocate from the fog of war to give Silencer less time to react. A successful bait can open a huge window to make a play while Global Silence is down. Conversely, if Silencer's team has superior map vision, they can anticipate the move and have the ultimate ready.
